Job Description

About the Context

Cameroon is currently facing three overlapping humanitarian crises. Since 2017, the Norwegian Refugee Council (NRC) has been working in the country to support people who have been forced to flee their homes. NRC helps protect displaced communities and supports them as they rebuild their lives.

Operations are ongoing in all crisis-affected regions, including the Far North, Northwest, Southwest, East, and Adamawa. NRC’s work focuses on four main areas: legal assistance (ICLA), water and sanitation (WASH), shelter, and education. These programmes are designed to respond to urgent needs while also supporting long-term recovery. From 2027, NRC Cameroon country office will ensure supervision and support to operations implemented in Central African Republic.

Across its offices, NRC promotes an integrated approach, aiming to provide coordinated support that helps communities move from emergency to stability.

What we are looking for

As WASH & Shelter Specialist you will provide technical oversight and strategic direction to Country and Area offices to further the development of the WASH & Shelter Core Competency (CC).

You will also lead the strategic direction and strengthen the technical quality of the NRC’s Shelter and WASH programme in Cameroon.

Additionally, you will be responsible for supporting the WASH and Shelter projects implementation at field level. You will be expected to travel within the country to provide quality assurance for all projects, develop a collaborative country strategy, capacity build staff through mentoring and training to increase their technical capacity, and develop a donor strategy to further grow the program.

What you will do

To be responsible for the support to colleagues and partners with WASH and Shelter responsibilities and develop relevant WASH and Shelter training including coaching of WASH and shelter staff and partners to ensure they meet NRC’s WASH and Shelter standards. Also contribute to the induction of new staff with a role in the WASH and Shelter processes.

Develop partnership inclusive WASH and Shelter CC strategies, technical guidance and Macro Logframes that are aligned with regional and global strategies and priorities.

Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.

Follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementation NRC policies, guidance and procedures.

Provide technical direction and project implementation support to the implementation team.

Ensure that key learnings are extracted from CC implementation, and incorporate them in CC and staff development processes.

Represent NRC in relevant forums/clusters, including with national authorities and donors.

Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the functions policies and procedures.

What you will bring

1.Professional Competencies

Minimum 3 years of experience within technical expertise area in a humanitarian/ recovery context

Minimum 2 years of WASH and/or Shelter expertise (as Specialist/PDM or Project Manager)

Master’s degree or similar in relevant fields

Experience from working in complex and volatile contexts.

Documented results related to the position’s responsibilities.

Knowledge about own leadership skills/profile

Fluency in French and English, both written and verbal

This position requires 60% travel in field offices

Context related skills, knowledge and experience
Knowledge of the Central African region

Experience in team capacity building

Experience in partnership-based programming for WASH and Shelter

Experience with a diverse range of donors and funding opportunities, including humanitarian, durable solutions, and development-oriented programming.

Technical knowledge and experience of behaviour change process in a humanitarian context

Technical knowledge and experience of the community engagement process and integration of gender and diversity in program design.

Experience implementing cash and market project approaches

Knowledge of House, Land and Property rights applied to shelter and WASH responses

Experience with management of borehole programs is desired

Experience with alternative WASH in a humanitarian context an asset

Understanding of SPHERE and INEE Minimum Standards is required

Understanding of environmental and climate tools like NEAT+ is an asset

Assist in the planning, coordination, implementation and monitoring of project activities.

Compile, summarise, analyse, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties.

Monitor budget implementation and propose adjustments as necessary.

Qualifications
EDUCATION

Bachelor’s degree in Political Science, Social Science, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution with four years of relevant professional experience; or,
High School diploma with six years of relevant professional experience.

EXPERIENCE

Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations;

Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

Prior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage.

SKILLS

In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;

Knowledge of UN and bilateral donor programming;
Knowledge of financial rules and regulations; and
Knowledge of International Public Sector Accounting Standards (IPSAS).

 Réaliser les devis des équipements et des besoins pour la désinfection et la réhabilitation des
ouvrages diagnostiqués ;
 Produire les plans des travaux à réaliser ;

 Avec l'appui du Responsable du Programme Santé Nutrition et du coordinateur EHA, concevoir des
systèmes robustes de traitement de l'eau et de contrôle pour s'assurer que l'eau fournie aux
bénéficiaires est propre à la consommation humaine ;
 Former et superviser l'équipe de construction ou de réhabilitation ;
 Gérer la supervision de tous les systèmes de traitement de l'eau et le contrôle de la qualité de l'eau ;
 Fournir des rapports hebdomadaires sur l'état d'avancement de tous les systèmes de traitement de
l'eau et des activités de contrôle.
 Maintenir des systèmes de contrôle complets sur les matériaux et les outils utilisés, y compris des
notes sur la qualité des matériaux achetés ;
 Participer à l'examen et à l'évaluation du travail afin de contribuer à l'amélioration de l'exécution et
de la qualité du programme ;
 Signaler toute panne ou tout dysfonctionnement de l'équipement au responsable du programme.
Mission 2 : Préparer et superviser les constructions des infrastructures d’assainissement
Tâches :
 Veiller à la bonne utilisation des outils/matériels mis à la disposition des prestataires et des
communautés ;
 Évaluer les besoins en réhabilitation et établir les devis quantitatifs et les plans techniques des travaux
;
 Gérer la construction/réhabilitation des installations sanitaires (latrines, incinérateurs, drains, lavoirs,
etc.) sur le terrain ;
 Accompagner les FOSA dans le traitement et le suivi de la qualité de l’eau
 S'assurer de la qualité et la quantité des matériaux, de la conformité avec les plans, les normes et les
spécifications techniques ;
 S'assurer que les matériaux et les équipements sont utilisés correctement sur le terrain ;
Mission 3 : Mettre en œuvre les activités de promotion de l’hygiène
Tâches:
 Superviser l’équipe CATI et les accompagner dans les activités de désinfection, distribution des kits
WASH, suivi du chlore résiduel avec les ASC et sensibilisation sur les bonnes pratiques d’hygiène
 Maintenir et renforcer les liens avec les communautés ;
 Soutenir les agents de santé communautaires dans les activités de sensibilisation (formation,
accompagnement);
 Soutenir et renforcer les capacités des relais communautaires, hygiénistes en matière d’IPC,
 Évaluer et mettre à jour les besoins du projet (RH, financiers, logistiques) ;
 Identifier et prévenir les problèmes ou les contraintes ;
 Participer à la formation / recyclage des ASC
Mission 4 : Participer au Reporting et à la capitalisation des activités EAH
Tâches :
 Rédiger un rapport hebdo d’avancement des travaux et de suivi de consommation des matériaux ;
 Etablir un rapport hebdomadaire des activités à valider par la hiérarchie ;
 Contrôler les cahiers de chantier rédigés par les prestataires ;
 Participer à la capitalisation des activités du projet
 Archiver tous les rapports et sources de vérification en lien avec les activités conduites
Mission 5 : Représenter l’interface de l’organisation auprès des communautés et des prestataires
Tâches :
 Développer des contacts avec des personnes clés dans les communautés (comités de l'eau et des
latrines, personnel du centre de santé DDMINEE, commune, réparateur de pompe, etc ;
 Rapporter toute information relative à la sécurité et aux conditions de travail,
 Représenter l'organisation en tant qu'interface avec les communautés villageoises et les prestataires
de services...
Mission 6 : Participer à la veille humanitaire et propose
Tâches :
 Contribuer à l'évaluation et à l'analyse du contexte humanitaire dans la zone d'intervention d'ACF en
collectant des informations fiables sur le terrain ;
 Contribuer à l'identification des points focaux et alimenter la base de données des contacts ;
 Développer des contacts avec la communauté humanitaire et les personnes clés dans les
communautés pour s'assurer que l'information est correctement transmise.
SPECIFICATIONS
Ce profil de poste peut être sujet à des modifications permanentes suivant l’évolution des activités. Ces
modifications seront définies et discutées entre l’employé et Action contre la Faim.
Approche genre:

Safeguarding-PSEA d’ACF, la faire respecter et l’appliquer sur la durée de son contrat.
