Organizational Context and Scope

The Global Assisted Voluntary Return (AVR) program aims to provide assisted voluntary return (AVR) to migrants in the United States, receiving countries, and the Western Hemisphere, ensuring that returns are safe, dignified, and based on the migrants’ free, prior, and informed consent. Additionally, the program offers independent, needs-based post-arrival assistance at the request of countries of origin or receiving countries, always with the explicit consent of the migrants.

The Office of Staff Security (OSS) is responsible for providing leadership on security policy management and Country Office (CO) operational support to enable effective implementation and delivery of IOM programmes and activities, while managing security risks at acceptable levels.

Under the direct supervision [1] of the Chief of Mission (COM) of the CO, and under the technical supervision [2] of the Office of Staff Security (OSS) as represented by the Regional Security Officer (RSO) based in the Regional Office (RO) in Dakar, the Field Security Officer will be responsible and accountable for providing expert support to enable IOM’s activities in the Country Office with all aspects of security risk management.

The Field Security Officer will be expected to implement appropriate safety and security management procedures that will effectively address issues that could and have an impact on the security of IOM personnel, premises, assets, and operational activities.

Responsibilities
Establish and maintain effective working relationships with security officials of other United Nations Security Management System (UNSMS) organizations, government counterparts and partner security services, the United Nations Department of Safety and Security (UNDSS) office, and all appropriate Security Focal Points, in order to obtain up-to-date security-related information that is beneficial to the Country Office.
Provide accurate and up-to-date assessments of the security situation in the Country Office and provide advice and recommendations to the COM on how to prevent and mitigate against identified threats and risks.

Develop, implement, and regularly test a functioning warden system. Warden testing methods should include multiple systems, including SCAAN.
In coordination with the RSO, COM, prepare Country-specific training activities, seminars, and briefings, coordinate staff participation, and ensure that security training is carried out professionally within IOM and UNSMS learning/training standards.

Provide security briefings for IOM personnel deployed to and travelling within Cameroon and coordinate all travel security requirements for the Country Office relating to all IOM operations, including assessments of road, air and river transport networks, medical evacuations and international staff travel within and from/to Cameroon.
In coordination with the RSO, regularly review and monitor compliance with the UN Security Risk Management Measures (SRMM) and Residential Security Measures (RSM). This includes proactively participating in the Security Cell Meetings and actively providing guidance to the COM/HOO on issues raised in the SMT, ensuring that IOM-specific operational requirements are considered for implementation of security measures and that a people-centred approach is mainstreamed in security risk management.
Acquire a comprehensive operational understanding of IOM programmes in Cameroon and provide recommendations, including Security Risk assessments in areas where IOM works or is planning to deploy its teams.
Support the COM by providing security-related inputs into the Country Office’s Business Continuity Plan, proactively advising the COM in its regular testing.
In coordination with the RSO, develop, implement, and test Country Office-specific security plans.
Supervise the Field Security National Officer to ensure that the appropriate level of security is provided to IOM personnel.
Closely monitor and report on deployment numbers (staff ceilings) established for the mission/s by the UN Designated Official (DO) during emergencies, in coordination with the Security Management Team (SMT) and UNDSS, ensuring that security clearance procedures are applied fairly, vis-à-vis all of the agencies working under the UNDSS Security Management System.
Test the functionality and implementation of IOM-specific emergency communications systems, including SCAAN, to ensure they are functional, effective, and address the programme requirements of the Country Office. This includes actively checking the SCAAN dashboard and posting relevant security advisories in a timely manner.
Report security matters that have a potential or direct impact on IOM operations immediately to the COM of CO and the RSO.
In coordination with the COM of CO and the RSO, conduct preliminary enquiries in respect to any security breaches/incidents in the Country Office, working closely with local authorities in efforts to ensure IOM personnel, its assets and interests are protected and appropriate and corrective measure taken.

Perform such other duties as may be assigned.
Qualifications
Required Qualifications and Experience

Education

Master’s degree in Security Management, Business Administration, Political/Social Science, Psychology, Criminal Justice, Law, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or,

University degree in the above fields with seven years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

A minimum of five years of progressively responsible experience in international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, security, risk, disaster, or crisis/emergency management and preparedness in the public or private service areas, responsible for responding to emergency situations that may directly impact security is desirable;

Experience in planning, design, implementation, or review of risk mitigation measures related to operations impacted by insecurity is desirable;

International experience is desirable;

Management experience in the humanitarian, public, private or corporate sector is desirable;

Minimum one year of experience in field operations is desirable;

Specialized experience in such areas as security programmes, risk assessments, or analysis is desirable; and,

UNDSS certification in any of the following: Security Certification Programme (SCP), Security Analysis Practice and Process (SAPP), Hostage Incident Management (HIM), Trainer Development and Certification Course (TDC) and Safe and Secure Approaches in Field Environments (SSAFE) is desirable.

Skills

Ability to collaborate with senior government security counterparts and relevant stakeholders is an advantage;

Demonstrated ability to manage a high degree of rational behavior and decision-making at all times;
Ability to supervise and work effectively with colleagues from varied cultures and professional backgrounds; and,

Languages

For this position, fluency in English and French is required (oral and written).

Working knowledge of another official UN languages (Arabic, Chinese, Russian, and Spanish) is an advantage.

Objectif Principal
Soutenir la gestion des risques dans la zone. Assurer un niveau adéquat de connaissance de la situation pour soutenir et effectuer une analyse des risques de la situation locale en matière de sécurité. Analyser les principales menaces de sécurité sur le terrain et fournir des conseils. S'assurer que l'équipement de sûreté et de sécurité est disponible et assurer le soutien à la mise en place de mesures de traitement des risques et le suivi des questions d'accès.
Soutien pour s'assurer que les structures et les systèmes de gestion de la sûreté et de la sécurité sont en place et respectés.
Missions et Responsabilités
● En étroite collaboration avec le Security Manager, effectuer des évaluations des risques pour la sécurité dans les nouvelles zones/routes et les conseiller sur les mesures de sécurité à mettre en oeuvre.
● Établir et maintenir un réseau d'information actif avec d'autres ONG, les Nations Unies, les dirigeants communautaires formels et informels et les acteurs nationaux et internationaux de la sécurité opérant dans la région afin d'obtenir des informations crédibles et pertinentes sur la sécurité.
● Coordonner et assurer la liaison avec la police, les forces de sécurité et les autorités compétentes afin de communiquer efficacement les opérations et le modus operandi d'INTERSOS afin d'établir des niveaux d'acceptation fiables et d'améliorer l'accessibilité aux zones d'opérations.
● Aider le (la) Coordonnateur(trice) sur le terrain à établir des plans et des procédures de sécurité dans les zones d'opérations, à fournir des contributions sur les documents existants, à mettre à jour les informations sur les outils et à identifier les procédures à réviser et à proposer de nouvelles. Soutenir le coordonnateur sur le terrain et le responsable de la sécurité dans la prise de décision et la coordination avec d'autres tiers si nécessaire.
● Soutenir le partage d'informations sur les outils de sécurité en place et les différentes mesures en coordination avec le coordonnateur de terrain. En coordination avec le coordonnateur sur le terrain, organiser des séances d'initiation au personnel sur le terrain chaque fois que nécessaire.
● Fournir une formation sur la sûreté, la sécurité et la gestion des risques au besoin. Si ce n'est pas possible en personne, identifiez les fournisseurs possibles ou la solution en ligne à distance.
● Rendre compte au supérieur hiérarchique de l'état d'avancement des procédures en cours et alerter en cas de changement de législation dans les procédures gouvernementales si cela a un impact sur la sûreté et la sécurité des opérations.
● Identifier les besoins appliqués en matière de sûreté et de sécurité et assurer la coordination avec la logistique de leur établissement.
● Vérifier quotidiennement les conditions routières de sécurité et de sûreté et en informer le coordinateur de terrain. Si nécessaire, le coordinateur de la sécurité, également.
● Suivre les mouvements du personnel
● Collectez régulièrement des données sur les incidents de sécurité. Fournir une assistance dans la gestion et le suivi des incidents affectant le personnel et les bureaux du projet INTERSOS, en partageant des rapports fiables avec le responsable hiérarchique
● Assurer la formation de base des conducteurs, des gardiens et du personnel sur les sujets identifiés par le supérieur hiérarchique (système d'alerte, suivi, contrôle d'accès, etc.)
● Garantir la bonne mise en place des équipements et des mesures de sécurité en place dans les véhicules et les locaux. Contribuer à la bonne mise en place et au suivi des salles sécurisées
● Représenter INTERSOS lors de réunions ou de forums sur la sécurité, ainsi que lors de réunions avec les communautés et les parties prenantes gouvernementales et non gouvernementales et les services administratifs et de sécurité, afin d'obtenir des documents et des informations pertinentes, de négocier l'accès au terrain et de préparer des rapports réguliers.

Exigences du poste
Education
● Un diplôme universitaire dans une spécialisation connexe en droit, développement et sécurité internationale ou domaine pertinent est requis.
Expérience
● 2 ans d'expérience de travail dans le domaine de la sécurité ou dans un domaine connexe dans un contexte humanitaire/de rétablissement ou une expérience de travail pertinente dans le domaine de la sûreté, de la sécurité et de l'analyse des risques.
Langage
● Maîtrise du français et des langues locales
Compétences techniques et comportementales requises
● Expérience des opérations humanitaires et de l'accès humanitaire dans des situations d'urgence complexes
● Bonne compréhension des pratiques et principes de sécurité humanitaire et de leur application
● Capacité à travailler de manière autonome et en collaboration avec une supervision technique à distance

Il est porté à la connaissance des jeunes Camerounais des deux sexes, désireux de faire carrière dans les Forces de Défense, qu'un test de présélection pour l'admission dans les Académies Militaires Américaines sera organisé à Yaoundé, centre unique d'examen.

A - CONDITIONS A REMPLIR
- Être de nationalité camerounaise ;
- être agé de 17 ans au moins et de 23 ans au plus au 01/07/2027 ;
- être célibataire sans enfant à charge ;
- jouir de ses droits civiques ;
- être reconnu apte par un médecin militaire ;
- maîtriser parfaitement la langue anglaise (lire, écrire et parler) ;
- être titulaire d'un baccalauréat scientifique ou d'un GCE/AL avec au moins deux matières scientifiques (Mathématique, Physique et Chimie).

B - COMPOSITION DU DOSSIER DE CANDIDATURE
01 enveloppe format A4 timbrée à 1500 francs CFA (timbre postal), portant les renseignements manuscrits ci-après : nom et prénoms, date et lieu de naissance, diplôme, numéro de téléphone et mail ;
01 demande manuscrite timbrée à 1500 francs CFA (timbre fiscal) adressée à Monsieur le Ministre Délégué à la Présidence Chargé de la Défense.
NB: Les candidats devront • faire apposer les timbres exigés sur les documents par une équipe de la CAMPOST qui sera déployée à la Direction des Ressources Humaines du MINDEF à cet effet.
01 photocopie certifiée conforme de l'acte de naissance ;
01 photocopie certifiée conforme du baccalauréat ou du GCE/AL ;
01 extrait du casier judiciaire bulletin N O 3, datant de moins de 03 mois délivré par une autorité compétente (magistrat) ; - 01 chemise cartonnée vierge ;
01 curriculum vitae ;
01 certificat de célibat ;
01 fiche de renseignements à retirer à la Direction des Ressources Humaines lors du dépôt du dossier.
Les candidats verseront une somme de 20 000 Francs CFA (vingt Francs CFA) contre reçu, à la Direction des Ressources Humaines du Ministère de la Défense, représentant les frais du concours.

C - EPREUVES ECRITES DE PRESELECTION
Elles se dérouleront uniquement en langue anglaise le samedi 14 novembre 2026 au Lycée Général Leclerc à Yaoundé dès 07 heures. Les candidats composeront exclusivement en Mathématiques, Physique et Chimie.
D - EPREUVES DE SELECTION
Elles se dérouleront à l'Ambassade des Etats-Unis d'Amérique à Yaoundé dès le 11 janvier 2027 et ne concerneront que les candidats présélectionnés. Ceux-ci devront au préalable passer les visites médicales d'aptitude ainsi que les examens du Scholastic Aptitude Test (SAT) ou du American College Test (ACT) et du Test of English as a Foreign Language (TOEFL) à leurs frais.

Réaliser des évaluations de sécurité des résidences du personnel (RP)
Appuyer la mise en œuvre des mesures de sécurité recommandées lors des visites d’évaluation
Participer aux formations dispensées aux agents de sécurité par le prestataire de services
Effectuer des tests et mettre à jour la documentation relative aux systèmes de radio portatif et téléphones satellites
Vérifier et maintenir les réserves de premiers soins et les trousses d’urgence
Assister à d’autres tâches liées à la gestion de la sécurité
